Is it possible to change the course title without changing its corresponding review link? I'd like to keep all the course review comments together. I find that when I change the course title in the slightest, the original review comments disappear.

There isn't a way to change this behavior. Modifying the name of a Rise 360 course before publishing it again to Review 360 won't carry the previous comments because of the name change. Rise 360 uses the name of the course to group the comments.
However, you can still find the older comments by switching the version of the course here:
