got this report from a colleague, and duplicated myself. Did a zip export (Xapi) of a Rise course with a caption file that is working fine viewing in Rise.
Extract the zip on local drive, and open the course with the index file.
the video has the 'cc' icon in the player and i can toggle off/on - but when it's 'on' i still don't see the captions.
Is this a limitation or a browser setting perhaps?
Closed captions won't display when you're viewing a course from your local hard drive. Instead, host the course on a web server or LMS, and the captions should work correctly! Let me know if you have more questions about that.

Thanks Alyssa! i thought that might be the case, but couldn't find reference in the docs anywhere.
Good point, Patricia! We added an additional bullet to this document: How to Add Closed Captioning to a Video
