Does anyone know if it is possible to collaboratively work on a project with a User in another Articulate 360 team? For example, I am working on a Rise course and want to add a user from another department as a collaborator. This person is already a member in a different 360 Team account.

Yes, this is possible as long as both of you have Articulate Teams types accounts. You don't have to be on the same team.
Just enter their email address to add them as a collaborator.
