Is there a way to take 3 different labeled graphics screens and place them all in a process, tab or accordion. this way the learner sees the first labeled graphics screen, clicks on all the markers, goes to the next tab or carousel screen (which has another labeled graphics screen) and clicks on all those markers, etc...?

Rise does not allow you to combine blocks.
You may be able to create what you need in Storyline.
