We are having some default browser issues! Our organization uses IE as the default browser, and we do not have the ability to change it. Our eLearning courses do not always function properly in IE, so we have learners open them in Chome. We'd like to be able to include links within the course that will force open in a different browser. Is there a way to do this? We have instances where we need to force them from Chrome to IE and from IE to Chrome.
No, that wouldn't be possible to do. That is a system executable and the browser does not have access to launch other applications on the users system. It is a security consideration.

There is no way of doing this, except for the user choosing to use a different browser.
In our organization, we need to use IE for some apps. For Rise we use only Chrome. Our users are educated to know when to use which browser.
