While we don't have a feature like this in Rise 360 yet, I'm curious to know more about what you're looking for. How would you use a text input block? Would you want the course instructor to have the ability to see what learners type into that block?
I work in a dental school and we frequently use free text blocks in other learning tools as there's often no fixed answers or different terminologies that would report back as incorrect when they weren't. An example I'm currently working on is 'Describe this radiograph' - we don't want the student to give a textbook answer but use the space to organise their thoughts before we provide the sample answer. We don't need the tutor to see the answers given as it's purely for self-directed learning to encourage the students to be thorough.
I agree with Phil--this would be a perfect opportunity to use a custom data entry interaction built with Storyline, then embedded in Rise 360 using a Storyline Block.

You could build a storyline block to do this
