I am interested to explore using Articulate Rise to create mobile learning contents and to publish to several cloud-hosted training marketplace portals that support subscription based accessible contents.
1) May I know if this is even possible?
2) If yes, which cloud-based training marketplace portals would you recommend that supports contents developed using Articulate Rise?
3) Can you provide step-by-step guide me on how this can be done?
Rise publishes to Scorm or Tin-can (xAPI) I would expect those portals will accept these packages, if they don't it can also be hosted as a web page and hosted that way.
It would be a case of looking at the portal you want to host and check with format they need,
Articulate content can be added, may just be as simple as adding in a scorm, I think it supports storyline, their KB articles seem to be missing some content.
I am not sure if it will work, if it accepts Storyline content you may be able to make it work, or the developers may be able to make a change to make it work.

The mobile app I am looking at is Coursepad. I believe they support html 5 and Mpeg4. Are these supported format?

They do not support linking from external sites
