I cant make a translation in Rise - it only shows the original

I am trying to translate my course into Chinese. I have followed the steps here https://community.articulate.com/series/rise-360/articles/rise-360-translate-your-course#export?_ga=2.244844101.1102908494.1597638473-527378213.1589356117.
I made a duplicate, downloaded the XLIFF file, changed the text, uploaded it. It said "complete"
However, when viewing the course either in edit mode or sharing mode, there is no difference. Everything still in English. Even if I change the text in English to say for example "This is translated" it still shows the original.
Do I have to change any of the tags in the XLIFF file like "encoding English"? That would be a hard job. It doesnt mention that in the article, makes is sound easy!
I also tried clearing cache etc. Still just shows the old text

Did you use translation software to translate the XLIFF file into Chinese? If so, which software did you use?

Thanks for your reply. I used Google Translate / did it manually. Is there software that can do it for you?
