I'm excited about this new option as I have to supply source code to some clients. This has meant I could not use Rise. Can you clarify if this now means any user , or just users in your team account?

You can send a copy of a Rise course to anyone else - they'll need to log in with an Articulate ID to edit/access it, but they don't need to be a part of your 360 Teams.
We are still working on the Collaborators feature where more than one user could own and edit the same course - and that'll be a 360 Teams feature!
