permissions

Dear Co, 

We work with Rise. Every training package has a skill owner, he is the course owner.
Can you explain me what is difference in the permissions of course owner and course manager?
As an admin of Articulate, can I export or share existing packages with some admin right with our international colleagues as a back up of the skill owner, during his absence?
