Are you seeing this using the Rise Share link or once you've uploaded to your LMS/web server?
I know a few folks ran into issues with Rise + IE11 + LMS - because the LMS was forcing IE11 to display in compatibility mode which acts like an earlier version of IE. When that's happened the course is typically blank - so it would be good to know a bit more about your set up and we'll narrow down what's happening from there!

IE is not recommended for authoring, but can be used for viewing. Make sure it is not in compatibility mode.
Unfortunately when a Rise course is in IE11 for viewing, the scroll bars don't work.
