One way you can require your learners to open and read the attachment is to include a checkbox list block and a continue button after the attachment. Here's an example! Notice that you can't move on in the course until you answer the question and click continue.

Here's another example. In this I put the PDF in a Storyline block as a web object. Added a course completion trigger that is set for 10 seconds. After 10 seconds, the continue button unlocks.
You can use anything to trigger course completion in the Storyline slide.
You can't insert the Storyline block into the Accordion interaction. However, if you upload the PDF to a web server, you can insert it using the embed.

Thank you Tom, very nice and is it possible to insert this PDF block in Rise accordion, after clicking you open the PDF block.

The meta data comes from the site you embed. You can disable it, but can't edit it.
