I'm creating a Rise course and created a knowledge check with cards (drag and drop to the right "tile". This works fine with all devices... except mobile in portrait mode - it cuts off the sentence on the card (see attachment - desktop on left vs. mobile portrait on right).
Is there a way to force the learner to use landscape mode when taking the course on mobile?

There isn't a way to restrict portrait vs. landscape in a Rise course.
What you're seeing on the card with the text cut off is expected, as the user can scroll on the card.
