The markers will animate on to the Labeled Graphic lesson or block by design as soon as the learner visits it. Thanks for letting us know you'd like to be able to turn off that animation! I'll pass along your request to our product team.
Also, I am experiencing some animating and others starting static. I've added markers in different editing sessions, so not sure the original "Item #" is doing some default ordering. I deleted all static markers and recreated them, but the issue is the same.

I agree, I'd like to be able to turn that off.
