The LMS will register the course complete regardless of the learner's score, yet still capture the score. A caveat is that regardless of passing or failing the quiz, the system indicates that they passed.
It sounds like Track using quiz result may not be the best tracking option for you. Have you tried Tracking using course completion with 100%? With that option, the learner will be required to complete the quiz, but the score won't matter.
Hello, Sheriff! Try using SCORM 2004, and let me know if that makes a difference. Here are the settings I used in my own test course, as well as the reporting I saw in SCORM Cloud:

Can you not just select 'Complete/Incomplete' from the dropdown instead of Passed/Failed?
Tried that and it didn't work.
That should work. Do courses that are tracked based on completion percentage (not the quiz) show as 'complete' correctly on your LMS?

I am having the same issue as Stephen but I do want the score to show.
Hi there! What reporting option did you select when you exported for LMS? Have you tried Passed/Failed?
If so, what happened when you tested the course in your LMS?
I did that. It still shows incomplete when the user completes the quiz with a score. I want them to show complete with a failing grade.
