When I upload the image as a cover page image it fits correctly. When I preview the course, the image is cut off at the top and bottom. Not sure how to fix this.

The cover image will be cropped differently depending on the size of the browser window and how much the browser is zoomed in.
This screen recording provides steps on how to access and change the zoom settings when viewing the course in Google Chrome for example.
If you'd be willing to share your project file here in the discussion or privately through a support case, I'd be happy to test it out with different browsers and find the best settings for your course!

As a general rule, I use images with a 3:1 ratio and the center square will always remain the focal point as the image crops based on the screen size.
