I have developed a Rise module. This module was uploaded as a xAPI package at customer's LMS. The customer has feedback to me that the Rise Xapi tracking was not working as the xapi statements was blocked by Cloudfare. Customer uses cloudfare.
The block is due to OWASP rule: OWASP Block (981176)
