Over the last 6 months I've dabbled using Rise opposed to Storyline when creating eLearning courses. I've exported the Rise course as SCORM 1.2. It plays fine in the LMS (SABA) but we've found that if a user clicks away from the course and then back in, while taking the quiz, the quiz freezes and the user can no longer take the quiz.
Do you know if this is a SABA issue? Because of this issue, I'm hesitant to use Rise with a quiz, due to it not working properly in our LMS.
I'd also echo Louise's suggestion to test this at SCORM Cloud to see how it behaves outside your Saba environment. You can follow the directions here to get started at SCORM Cloud.
Also, you may want to look at what browser(s) you're testing in. Take a look at the supported browsers here.

Have you tried uploading the course to SCORM Cloud to narrow down whether the issue is specific to SABA.
