I'm trying to embed an Engage interaction into Rise. Is it possible to embed the interaction so it does not immediately download, but rather play in the interaction?

I have seen a few folks embed Storyline into Rise using an iFrame code, so you might try doing the same with your Engage interaction. First you'll want to publish Engage as a standalone interaction for Web, then host it on a web server. Then, copy the URL to the intr.html.
Within Rise, create a URL/Embed lesson or the Embed block type, and use this iFrame code there:
<iframe src="Insert Your URL to the intr.html Here"></iframe>
Thanks for including your iFrame code. It looks like you may be using a hosted version of Sharepoint, and the Microsoft Office 365 Hosted Edition of Sharepoint doesn't play HTML files.
Does your content play as you'd expect from Sharepoint?

Nope still automatically downloaded. I have the same issue when i try to embed SL.
