This is what I've found about Tab Blocks. When you create a Tab block with more than 4 tabs, Rise only displays the first 4 tabs. The only indication that there are more than 4 tabs, is when you hover the mouse cursor just to right of the last tab, an arrow button is displayed like the one shown in your screenshot.
However, your screenshot only shows 3 tabs, not 4, so I'm not sure why the arrow button is there. It may be because Review is taking up browser space on the right.
I've never seen the arrow without doing the mouse hover action.
If it only appears in Review, there is no reason for concern, as long as it works correctly on your delivery platform.
Great news Terranova 1! We have updated Rise to fix the issue where an unnecessary arrow would appear on a Tabs block. Please let me know if you continue to have any trouble with this!

You'll see arrows in the Tabs block if you decrease the width of the web browser window. Check out this short video that explains!
