Rise shows % complete as I work through the learning object, section by section. However, the LMS (Docebo) is not picking up % complete information. We do not use quizzes. I am I right in understanding from other discussions that this is a known issue/missing feature or is there a workaround?

I wouldn't expect an LMS to handle this information. It only needs to know if a module is not started, incomplete or complete. Do you normally see a % complete for non-Rise modules?
Thanks for your reply. The LMS has a % completion field but it's showing as 0% or 100% and nothing in the middle. As far as I was aware % completion tracking is one of the standard features of SCORM. We have only used RISE to produce SCORM content so I can't test with other sco.zips.
There is certainly mention in the Rise scormdriver file about 'cmi.progress_measure' which is the function required to pass this to the LMS. And it definitely is just a SCORM 2004 thing.
Currently Track using course completion in Rise will report either Complete or Incomplete status to the LMS, but not partially complete. This is similar to the Storyline setting, “Track number of slides viewed."
For example, if you set the completion percentage to 40% in Rise, users that view 40% or more will be marked as Complete, and users who view less than 40% will be marked as Incomplete.
It sounds like you're interested in capturing data that shows the actual percent of the course the learner completed. Can you tell us more about when you would want Rise to send that data and how you would use it in a feature request?

It would be worth trying with SCORM 2004 (if you are not already). I'm pretty sure it's not part of 1.2.
