Translated Labels not loading on other user account!

I was asked by a coworker to send my Chinese "Button/Label" translations to him via the "Export to XLIFF" feature in Rise 360. He loaded them to his course and all the buttons will either say "Add a label" or have the english version, but never brought over the Chinese translations from the file. This feature appears completely broken no matter what we tried. Sent attachment in email, shared via a share drive, loaded every way possible. Still nothing.
