Would you recommend tools that could be used for translating the downloaded XLIFF files. Are there free to use offline tools? How about security features of online tools?
Did this get answered? I am interested in a cloud-based translation tool that supports XLIFF files that has been successfully used with Articulate courses.
You could take a look at this handy application that utilizes Amazon Web Services (AWS) for translations of all kinds. It's geared specifically to work with SL and Rise. I've tested both and we've been using it as a baseline for translating large projects. Super helpful and cost-effective. It works with XLFF exports and the developer is quick to respond if you run into any roadblocks/need help.

Hello, LCS Tools,
While we don't recommend specific XLIFF translator tools, I'll open the floor for the community to share their recommendations with you!

I used this https://129bit.com/home/xliff-to-word-and-back/
Just export the original file without HTML tags
