Was this created in Rise?

I have a client that is confident that this was created in Rise. I haven't worked in Rise yet, but this doesn't look like what I've seen Rise do so.......Can someone please confirm if this content was likely develped with Rise?

That's not created in Rise.
However, it could be made in Storyline and then added as a Storyline block and launched using Rise. As far as the learner is concerned, it is then a Rise course.
Agree with Michael, the border around the outside looks like the storyline player
