If you still have the original project file, you could first upgrade the Storyline 2 files to Storyline 360. Then, publish the Storyline 360 files to Articulate Review and embed the content in Rise using a Storyline Block.
Unfortunately, when I export the result as a Scorm package and view it from my LMS it just looks like a Storyline2 package inside a Rise wrapper inside. The sidebar navigation is retained, even though that is hidden in the Rise preview. Looks like a rewrite is in order if I go down this route :(

In Rise, the phone preview doesn't work.
In Rise, the tablet preview doesn't allow the sidebar to be scrolled for navigation.
When viewing the exported Scorm (in Moodle LMS) there is a lot of empty space around the Storyline content, and it is only the wrapper that shows any responsive behavior.
After testing that link, please let me know if you see the same empty space around the Storyline content as you did in Moodle. You can also get rid of that extra space in Rise by choosing a Storyline Width from the drop-down list: Small, Medium, or Full Width.

Storyline blocks won’t work when you click the mobile phone icons during preview, but they will work as expected in published output on mobile phones.

Here is a link to your Rise course hosted on SCORM Cloud. You can try testing that on desktop and your mobile devices.
