Having a little trouble determining if you can use Articulate Review with a Rise Course during development to have others review/comment before you publish the course. It looks like it Articulate Review may only work with Storyline or Studio courses. Is that the case?

We're working on combining Rise with Articulate Review so that you can collect feedback from SMEs there - the ETA on that is for Q2 '17! We'll keep posted!
We're targeting later this quarter for Rise combined with Review. We'll keep you posted and you can also see updates and features in the Rise Version history!
I hope you have some news on this very soon. This is becoming a bit frustrating. Many of us started using Rise with a promise that we would be able to review our courses on the Articulate Review Product. That is still not possible, and it is starting to feel like we are on our own here???
Will you at least come up with some sort of a workaround?
I'm sorry to hear that you're feeling left on your own with Rise, as that is not our intent. We're committed to giving you the best information we can at the time about new features and possible timelines.
We don’t have a public roadmap, as development and timing can shift, but we'll provide targeted release dates when possible. Rise for Review is something we have scheduled for completion and release by end of September.
We track these discussions so that we can post updates as features become available.
I too am waiting to be able to share a Rise course in Review. Wasting lots of time trying to review courses by sending a copy and trying to determine exactly what has been changed.
Agree, that it is very time consuming to send a Rise course to others to review. Some have asked for it printed out, and have had to print page by page to make that available.

Yes, right now Rise courses can't be uploaded into Articulate Review, but it's a feature on our roadmap slated to be release in Q2 of 2017.
Is there a workaround for now?

Though not fully collaborative, the new feature of "send a copy" could be deemed as a "workaround".
Love to hear how this is coming along. I am interested in being able to share a Rise course in Review as well
