I'm not staff or an expert, but in the interim while the accessibility features are coming in Rise I have been hosting my videos in YouTube (as unlisted) and embedding them in the Rise. The CC's are handled in YouTube then.
I also did a video that I put in directly and then inserted a transcript document underneath for a different example.

In terms of accessibility, the Accordian Block isn't a great solution for us since someone has to scroll down to read it, and wouldn't be able to follow along with a video tutorial. Youtube and Vimeo are also a little clunky as a solution since people would have to login (and re-login) to those accounts separately, then log in to our LMS, in order to watch the videos -- not the best user experience. Do you know if Rise will add the ability to upload a .vtt or .srt (or any other way to overlay closed captions) in the near future, if ever?
I am also interested in Rise Closed Captioning so I am joining this conversation. Several of our clients have proprietary information in their videos that I do not feel comfortable hosting on YouTube, even unlisted.

Hi, just found this thread after discovering that the closed caption option isn't available in RISE. I have tried the suggestion above by adding the video into Storyline and than adding the captions - then adding the Articulate block into Rise. But I need to make sure the end user has seen the video before moving on. I've noticed that If you add a divider and tell it that the user must view the above block before moving on, it doesn't wait until the stoyline block is complete, it allows the user to move on as soon as they scroll onto the Storyline block. Is there a work around for this?
I have been using SL block with video + caption. If you need to enforce the viewing, add a trigger in your project with the condition that video plays to its end, then publish the project. I believe there is an official how-to somewhere.
I know it's been a few months since this topic was last responded to, but has there been any movement or updates for adding closed captioning to Rise videos yet? Making our course compliant with accessibility standards is becoming increasingly difficult with such time-consuming workarounds.

I realize the workarounds aren't ideal, especially if your course includes lots of video. Thanks for sticking with us on this, and I appreciate you letting us know this is an important feature for you!
Would like to put in another vote for CC options, as we build courses that are predominantly video-based. It's been a point of contention, and we've had to start looking at alternate options (like gomo) because this feature doesn't exist.

Although there isn't a feature in Rise that allows you to import closed captions like there is in Storyline, have you considered adding a transcript to an Accordion Block below the audio or video?

Since the last response here, we can offer a new solution.
You can have the video and create the closed captions in Storyline, then use the Storyline Block to add this into Rise.
Unfortunately, we use macs and storyline still isn’t available to macs
without installing the windows environment...

Great solution... It's not perfect, but works great while a native Rise option is developed.
To use the storyline as a video player only need to customize your player with all white and add it to your rise course.

I recently bump into the same problem. So here is a summary of my findings:
1. storyline block: perfect functionality. but it takes more time.
2. accordion: okay solution. what is lacking here is the ability to open one tab by default.
3. tab: this is what I currently use. see below.
@Dong - What do you have on the Captioned Video tab? Just a transcript?
I have a hard-subbed version of the video there.

I'm just subtitling the videos in Premier. Long winded but better than external hosting if the content is sensitive.

We have been asked to build training in RISE and include CC for a video. I plan to test this Storyline Block option.
Is this still the solution for CC? I'm on Articulate 360. What publish format should I select when I publish out of Storyline 360?
