The way we embed links in that block will remove any anchors associated, so that is why the two lesson types are behaving differently. We have shared this with our team, and they've indicated that it's currently working as expected, but we'll continue to keep an eye on how this is impacting folks!
In the meantime you can look at using a secure iframe to embed it - which would look like: <iframe src=“YOUR LINK”></iframe> Make sure that it's accessible over HTTPS.
Is the term "embed" being used correctly here? It seems to me that the "video" block is really embedding the video (actually placing the video file) into the course. The "embed block" really just links to the video. I know this may be picky but we've had confusion here around the terminology.

Hi Kevin!
The multimedia embed block does allow you to embed web content if you use an iFrame code.
In most cases, inserting your URL into this iFrame code should do the trick!
<iframe src=“YOUR LINK”></iframe>
