We're releasing features to Rise all the time! The Rise Version history here will show what things have come out since it was released - so new features aren't dependent on the scheduled maintenance time. 🙂
We've got some exciting things coming up and we'll share those here in the E-Learning Heroes forum once ready - you can also keep an eye on our “What’s New” page for information about new features on the roadmap and things that have been released recently!
A toolbar feature similar to the reply window does sound awesome - and we've got some font formatting options on the roadmap for later this year. Stay tuned!

P.s. a Toolbar such as one in this comment box (plus font type/colour/size) would be awesome :-D
