after changing the slide properties in studio 13 and saving, I come back to the ppt document but it remains blocked.... looking in the window task manager, I see that articulate.presenter.exe is still running.
If I end that process, then I can work again on the ppt document.

I haven't seen this happen yet in Presenter 13, but there is a solution here from Dana for Presenter 09 that you could try. Additionally, you may want to conduct a repair of your Studio 13 software and ensure that you're working with local project files.
I've found out that a piece of studio 09 was still on the computer.
I've uninstall all of it and then I had to repair Microsoft office.
Then I've repaired studio 13 and indeed it's working fine now
