I've seen cases in our old LMS, depending how things were set up, where the LMS re-interpreted what was going on, despite what the content was sending it.
Probably not your issue but be good to see by turning on debugging and watch what the content sends.
Well one thing I have discovered is that this is only happening when the course is set to slide view completion status. When this is set it sends a Passed to the LMS regardless of what I have selected.
If I make a small quiz I can refer to a results slide which will pass the correct status of "Completed".
I'm having a similar problem but it may just be that I'm new to using SumTotal's LMS. Once the learner has completed the course, I want the LMS to automatically move their completion status to "Complete" and it always says "In Progress" until I manually go into the LMS and update the status. I'm not sure if this is happening because of how I've set Storyline to publish the content or if it's something I need to change in SumTotal.

We saw the same issue on our LMS (Cornerstone OnDemand). According to the SCORM spec, the content sends the status. This isn't an issue in how the LMS is interpretting the status.
So the solution I was given by Sum Total is to make my passing score = 0%. This way the score will report to the LMS and since the learner "passed" regardless of what score they got, their status will move to "complete". They told me that the learner will always remain in the "in progress" status until they pass the quiz. (I was hoping that even if they failed the quiz, if they had completed it they would be marked as "complete") Still doesn't seem right but it works.
There is a bug in Storyline that I don't believe has been addressed yet that causes a status of "Passed" to be sent instead of "Complete" for slide-based courses that have no scored quizzes. There is a relatively simple work around if anyone is interested.

And yet, because I am forced to enter a score in SumTotal when uploading, despite the fact that there is no quiz in my course, even when I set the score in SumTotal to 0, I end up with an indication of Failed on score at course completion. Maybe it's something that needs to be set in SumTotal.

I am having the same issue as Dena. I have published a course using Storyline and uploaded the file to Sum Total. When a person passes the quiz, it shows complete and the score. However, if a person fail the test, it shows in progress and NA for the score.

Yes, Brian. This was documented as fixed in Storyline Update 3, which is our current release.

Sumtotal Reporting for Rise is showing: Passed: No but Completed: Yes
No quiz in this course. I tested it in Scorm Cloud and it showed the course can report Passed and Completed....
Does anyone have any magic wands?
