I used the Digital Art effect, number #FX012. You can adjust the level of detail, the color range, and hue.
It's one of the free effects. I don't have a paid subscription, although I'm considering it. :)

Couldn't quite get the excellent effect of your example.
Shows how much the actual image composition/color impacts the outcome.
I have used:
Effects> Cartoonizer> IC013 (slider 3/4) + Filters >Other 002 (slider 1/4)
Effects> Cartoonizer> IC227 (slider 1/4) + Filters >Other 002 (slider 1/4)

I like the way you did the artwork. I went and tried ColorCinch but find it VERY slow. Has that been your experience? (It takes upwards of 2-3 mins to "try out" an effect and about the same or longer to save it.)

I didn't find ColorCinch to be slow at all--it might depend on how much memory your computer has, what other applications you have open at the time, and/or how many browser tabs are open.
For me, everything is slower on my laptop compared to my desktop computer!
