Studio 13 Presenter ribbon not responsive

My Studio 13 articulate ribbon is totally unresponsive. I'm using Ppt 2016. I have Microsoft 365 Pro Plus. I have done everything you recommended in all the posts I could find. No problems with Quizmaker or Engage, just Presenter. Installing Visual Basic is very different in this version of 365 -- it reinstalls all of 365 (which I did) and doesn't allow me to choose just these parts of your explanation:
-Expand Office Shared Features by clicking the plus sign (+) beside it.
-Click the drop-down arrow beside Visual Basic for Applications, and choose Run from My Computer.
-Click Continue.
-When the installation is finished, click Close.
I don't know when this problem started, it's been awhile since I used Presenter. I have a lot of instructional objects that I cannot re-publish because of the unresponsive ribbon. This is a real problem because we're changing LMS' and I need to make some changes and publish scorm packages for upload into the new LMS.
PLEASE HELP!!!

Some additional info: My Articulate Presenter IPC handler is active, no disabled items. 32-bit PowerPoint. I opened the Visual Basic Editor and a new window appeared AND the Developer ribbon in Ppt is not grayed out so it is installed. Just to be clear, I uninstalled and reinstalled Studio this afternoon so all the updates are installed.
