Alternative question type.

Hello!
I'm looking for an alternative for fill in the blank for screen reading users. 
OR a good way to do fill in the blank for everyone. Or a better idea to accomplish what the boss envisions. 

Here's what the boss thinks he wants:

A scenario in which the learner can convert a goal into a SMART objective. 

For instance: "The city will increase public safety" is restated as something like “The city will increase public safety by hiring 30 new officers within the coming fiscal year”.  

Originally, I thought something like this could be accomplished through drop downs, such as I've made here: https://clareking.net/testzone/fox/story.html. 
But in this example, each dropdown is just another version of the first. 

But that's not the only problem. I'm finding it difficult to imagine an easy to follow activity that is anything like his vision, except maybe matching a list of goals to a list of objectives. But that's not really as advanced an activity as we were hoping for. Maybe a "choose the best" scenario? Feedback could explain why one choice is better than the others?
