Animation Painters Woes with Emphasis Animations

I thought I remembered being able to paint emphasis animations with the Animation Painter. But as shown by the attached Storyline file. It is not working now.

Slide 1: Top row of shapes, bottom row of buttons

Slide :  A pulse emphasis animation added to the first shape and first button

Slide 3: with the first shape or button selected, the Animation painter is double-clicked, then the remaining shapes/buttons are clicked. Although stars appear to the upper left of the shapes/buttons on which I tried to paste the animation, triggers are not created, and the animation does not work on the objects to which it has been painted.

Is this correct operation, or is something not working here?
