Since downloading Storyline 360 64 bit every time I try to open a file that I have saved (either in 64 bit or regular) I get a message that says "Can't open file, close Storyline and try again" or another message about file being used in another background process. My only recourse is to make a copy of the file. This is getting very cumbersome. Is there a fix?

Are your files saved locally? working from a network or shared drive may cause erratic behavior.
Are you signed into Articulate 360 on multiple devices?
