Change state trigger "when timeline starts" seems to not be working

I've been working with a tutorial in Storyline 2 for a few months, and am nearing completion. In testing my completed tutorial, primarily created prior to the latest update (I'm currently on Update 11: 1609.3020), all the triggers that set the Next button to hidden when timeline starts aren't working...the next button is visible. 

After much frustration and experimentation, I found that I could set the next button to hidden when timeline reaches .1 sec, and everything functions as it should. But the "when timeline starts" option is better, and appears to be broken.

Is there something I'm missing? Thanks for your help.

No, there aren’t a lot of triggers that fire when the timeline starts on those slides. I do have several layers, though they show on click, not when the timeline starts. It seems to function fine on some slides and not at all on others. I’ve tried inserting a new slide and trying just with the trigger, and it doesn’t work at all.

not sure if this will help you but if you are on one slide with multiple layers when timeline starts will not work if your learner is clicking to display layers on the same slide as the timeline never restarts.

Or is this happening on the first visit to the slide or on a re-visit to a slide?

Thanks for your patience as we investigate the issue associated with the next button not being normal/accessible on a revisit to a slide where you had initially set it to hidden at the start of the slide.  It’s been determined that this behavior is as expected based on what the triggers are telling Storyline, although it may not match what you wanted to occur.

Since the previous/next buttons are set to be hidden at the start of the slide via triggers, when returning to the slide the command given to Storyline is to hide the buttons as soon as the slide starts. The slide is resuming the saved state of the previous/next buttons as expected, but then the triggers tell Storyline to hide them as soon as the slide loads.

This is where applying the conditions to those initial triggers will come into play - as you’ll want to adjust the next/previous buttons to “hidden” only if the user has not visited this slide before. You’ll see this set up in the file I attached that has that trigger/condition set up associated with the state change of the next player button.

Nancy, it was something that after a bit of investigation by our team we were able to determine is working as expected using the next button and the timeline starting but since your description mentioned working ok on some slides and not on some others, we'd be happy to take a look at the set up and determine what's occurring.
