Hover State Madness

Hello,
I am trying to make the images in my hover state hidden by a text box in Storyline 360. When I built it, it looks correct in the states window, but when I preview it, the text box is behind the images! What am I doing wrong? I have read many of the posts here, but have given up after none of the fixes work so far!

Does the rectangle the text is on have a transparent background? If not, can you share the .story file so we can take a look?

A state will show on the slide at the same Z level as the object it is attached to. Look carefully at the incorrect picture. The text is below (behind) all the circles except the pen and paper one. Other states will be in front of differing numbers of circles. Only the circle on the top will show on top of all the other ones.
I think either you will have to put the text on layers, or place each text box in a position where it does not overlap the circles.

No, it's a solid white background. I have attached the slide to hopefully help diagnose what I did!
I was hoping it would be easy, but this will likely be what I end up doing. Thanks!
