I would encourage you to reverse engineer it yourself to learn. It's one of the best ways to learn. As for the background, I believe you can find that on the master slide.
Similar to Wendy, I downloaded the template and I can open it however, the background is not visible. When I preview the slide, I can see the background but it does not appear in the story view? What am I missing?!?! I am using Storyline 2 but unlike Greg, I could load it and everything works except for the background . . .

The template does work in SL2. The reason why it looks like you can't edit anything, is because I have a large white box covering the screen at the beginning. I did this to give it the effect of fading in from white. If you open up the timeline, it's the second item listed ("Washout"), which you can hide. Hope this helps.
I agree with all the comments above Tim - Its super! defianitely want to try an use it - so..I have added a couple of erxtra circles onto the base layer below yours, but can't seem to get these to slide in when I click on the first image like you can?? Like Lisa above..what am I missing?

Great question. This is a simple animation technique that I use. On each of the slide layers, I have each of the circles duplicated from the base layer. So when the layer is revealed, they all exit before the layer stuff appears.
Check on each slider layer's timeline, there should be a group that is only on the timeline for a second or so. You can add your circles to this group and have them animate out as well.
