I am new to Storyline and was sent a zip file full of HTML and Notepad documents but how to I load it into my Storyline to get the full effect of the presentation for review. Any help would be grateful.
Sounds like you were sent the published output of a Storyline project. You can unzip it, but those files are now published for distribution on a web server.
Ask the sender to send you the actual Storyline source file with the extension, .story
You might try unzipping the .zip file fully, then dragging the story.html file to your browser. Do note, to see full functionality the file needs to be unzipped on a web server, then visited in your web browser (to the URL for the story.html file)
Both Kevin and Brian are giving you very good advice on how to handle this depending on the need. If you do not have to 'edit', but simply review - I'd upload it as Brian mentioned. If it was published for LMS, I'd use SCORM Cloud - or if it was published for web, you can utilize Tempshare.

That did not seem to work by dragging, copying into either IE or Google Chrome.
