I experienced the same problem with a one minute video from the Content Library. I could move the playhead to about 23 seconds but when I moved it further I couldn't see what the video was showing at that point. It was still frozen on the frame at 23 second mark. I'm using a Microsoft Surface Book.
Looks like we're the only ones with this issue. Still can't get it to work :(
