Hi Heather! Yes, slide masters are only stored within the 1 project they are used in. If you want to reuse layouts across multiple projects, you are correct you will use Templates. To save a course as a template, go to Save As and then from the drop down menu instead of .story choose the .storytemplate extension type. This will save a Template that you can access from any Storyline project, by going to Slides tab and clicking "My Templates".
