Can I switch navigation restrictions?
I would like to add a selection screen at the beginning of a training so that trainees can choose whether they have already completed the course or are participating for the first time. Is it possible to apply different navigation restrictions for both groups? “Free” for returning trainees, “Restricted” for new users? Perhaps based on a variable?

Storyline doesn't have a built-in setting for toggling navigation restriction on or off.
However, by default, the Resume option in the Player Properties is "Prompt to resume." With that option, if the course is in an LMS/LRS, Storyline will ask the user if they want to resume where they left off when they return to a course. When they resume where they left off, restricted navigation is unlocked for slides they already visited. The "Always resume" setting ensures the user resumes.

Note: The LMS/LRS may control what happens after a user completes a course. Some don't let people reopen a completed course. You'd have to work with your LMS/LRS folks to determine that.
