Client says pop-ups overlapping, doesn't happen in preview/review 360

Any idea what could be happening here? Client says: "the tooltip messages overlap, making them hard to read (Maybe it's a problem of export from Articulate). I'd really appreciate any suggestions if you have any ideas."

It was exported as HTML. Does anyone have any ideas? It was my first project and the first couple of hint boxes were on the same layer. Could it be due to not using a different layer for every prompt?

    Thanks for sharing those details! Just to confirm, does the issue still happen when you open the index.html file locally (for example, by double-clicking it in Windows Explorer or Mac Finder and letting it open in your default browser)?
