Continue blocks directly above not working with button interaction?

I have a course with a button interaction that links to a webpage that is immediately followed by a continue block with complete block directly above selected.  When I publish in LMS, the continue block never locks; therefore, the learner can skip to the next lesson without clicking the button.   Does complete block directly above feature not work with button interactions?
