Is it possible to use a mouse wheel to trigger an event?

There isn't a mouse wheel trigger I'm afraid. You would have to add JavaScript to increment a variable in Storyline, and then use the variable change event in Storyline as your trigger. Mouse wheel can be a risky one to interfere with as it has many different functions for different people/systems as well as assistive technology for users with a disability. Use with caution.
