Is there a way to track all learning created in Articulate? I'm looking for an easier way of identifying who created the learning and when the learning was last updated?

It sounds like you're looking for an overview of all Articulate content, authored by members of your 360 Teams subscription!
For Rise 360:
Currently, team Admins cannot see all content automatically unless it was shared with them, or placed in a shared Rise 360 Team Folder. When using this feature, Admins can see all courses inside Team Folders, including information on who created them and when they were last modified.
However, we are tracking a feature request for a Rise 360 Team Admin Dashboard, which would allow you to see an overview of your team's content without the extra steps. I've included your voice in this request, and we'll be sure to notify you if this enhancement makes it to our product roadmap.
For Storyline 360:
.story files are stored locally on a user's machine, and cannot be accessed by other team members unless the source file was physically transferred to them. Also, outside of Storyline's Cloud Backup feature, we do not host .story files on our servers. If using that feature, only the uploader can see and access the project in Review 360 unless you share the link.
