Settings TAB has disappeared - can't change image size/location

The image settings tab has disappeared.  When using text + image I can't change the image to left or right.  I can't choose the ratio - used to give me 25%, 50% or 75%.  On images and video I can't choose the size - used to give me the option of small, medium or large - not available now.

This has decreased the functionality and is making things look clunky!
