I believe this is a series of pre-made images, including one on the intro screen with four characters, each covered by a hotspot shape. The presentation consists of several slides, and each slide uses the Morph transition. This creates the effect of an oval shape moving and morphing from one corner to the opposite corner during the transition.

To clarify, each shape and image is a separate object. The images are imported, and the shapes are created within Storyline. See the attached .story file for an example of how this can be built from scratch using the same images and a single shape duplicated across slides to create the morph effect.

To add a Morph slide transition, select the "TRANSITIONS" tab, then choose "Morph." You can also adjust the transition speed or animation duration when moving from one slide to another. Do this for all 4 slides.

Keep in mind that an object will animate only if it is duplicated or shares the same object ID. Just like in your example, the same oval shape has been carried over from slide to slide, appearing and animating from different corners. To learn more about the Morph transition, click here to go to the Articulate support page, which provides more details about this type of transition.
