You could publish the course to Review 360, and then share the link to that in a new Forum Discussion.
To share the actual Rise course/source, you send a copy:
Note that you need someone's email address to send them a copy. And, of course, they need to have an Articulate 360 license.

Would someone be able to make a copy of a shared course and edit anything they need to make it fit their specific use?

Yes. If you "Send a copy" as I described in my comment above, they will be able to revise and publish the course (assuming they have an Articulate 360 license). "Send a copy" creates a separate version, and the person you share with becomes the owner of that duplicate.
